In a stand mixer with the paddle attachment or by hand in a bowl, mix the flour and butter together until it forms a breadcrumb texture. Beat the milk and egg yolks with 80ml water and add it in, then mix until everything is just combined. Turn the dough out on to the worktop and finish it with your hands. Shape the dough into a rectangle, then cut it in half and wrap each piece in cling film.
